| Annual assessments (dues) are charged to every property in Equestrian to pay the expenses associated with operating and maintaining the street lights, enforcing the covenants, maintaining our common areas, park & trails, and other required budget items. By using resale certificate income associated with the development of Equestrian phase III and Equestrian Glen, along with budget cuts where it was possible, the HOA has been able to operate without an increase in our dues for several years longer than would otherwise have been possible. The upcoming budget year (2007-08) and beyond, however, will see expenses that cannot be met at the current assessment level.
Though our dues have remained unchanged ($90) for at least the last ten years, It is important to remember that our cost of operating has increased with the general inflation rate at an average of 3.5% a year (according to US government inflation/consumer price index), and the costs of electricity and insurance (35% of the HOA budget) have been increasing an average of 11.83% annually since 2003. Considering the foregoing, the Board of Directors conducted an extensive budget workshop on November 6. We took a comprehensive look at all of our expenses and opportunities to improve efficiencies. Our conclusion was that in order to meet the obligations of the HOA now, and to plan for future cost increases in the categories of electricity and insurance, as well as other budget items that are subject to inflation, an increase in our annual assessments (dues) is necessary. With this in mind, the board has voted to set the annual dues amount at $120 beginning with the June 2008 billing. Consider that even with this adjustment, all the benefits of having the HOA – including street lights – only cost each homeowner about 33 cents a day. In 2002 we welcomed the home owners of Equestrian Glen into our family of members. Equestrian Glen is a wonderful neighborhood of 35 homes located directly east of Equestrian Acres.
